The purpose of a forum/newsgroup is so users can ask the 'community' questions or find out information about certain topics from other people interested in the same thing.
To participate in a forum you first need to sign up the the specific newsgroup (usually only ones that you are intersted in), once you have signed up you are then able to post questions to other users or comment/answer on a question that has already been posted.
